Each element in the String occupies a position in the String.
The first element is at index 0, the next at index 1, and so on.
To complicate matters, some jurisdictions have used the same timezone abbreviation to mean different UTC offsets at different times; for example, in Moscow example above, this is not necessarily the same as local civil time on that date.
One should be wary that the POSIX-style time zone feature can lead to silently accepting bogus input, since there is no check on the reasonableness of the zone abbreviations.
You can create strings using string literals or string objects.Units may be omitted, and may be specified in any order, but units smaller than a day must appear after allows the fields to have different signs, and traditionally treats each field in the textual representation as independently signed, so that the hour/minute/second part is considered positive in this example. This is done because the number of days in a month varies, and a day can have 23 or 25 hours if a daylight savings time adjustment is involved. The months and days fields are integers while the seconds field can store fractions.See Appendix B for the exact parsing rules of date/time input and for the recognized text fields including months, days of the week, and time zones. An input value that has an explicit time zone specified is converted to UTC using the appropriate offset for that time zone.Remember that any date or time literal input needs to be enclosed in single quotes, like text strings. If no time zone is stated in the input string, then it is assumed to be in the time zone indicated by the system's Time Zone parameter, and is converted to UTC using the offset for the are specially represented inside the system and will be displayed unchanged; but the others are simply notational shorthands that will be converted to ordinary date/time values when read.
